Development planning projects
Development Planning works with developers and the general public to ensure proposed developments will meet the community's land use regulations in the planning and zoning code.

Comprehensive planning projects
Comprehensive Planning manages the long term land use plans and policies that shape our city's development and establish goals for its future.
The state passed new rules to reduce greenhouse gases (GHG) and move Oregon closer to its emission goals. The rules include regional GHG scenario planning, transportation planning rules, and changes to local development codes. This project will apply the required changes to local parking development codes.
The goal of the DCPU project is to make the City's Development Code:
- Easier to understand and navigate
- More responsive to Gresham's development climate
The project includes:
- Updating design district standards and guidelines
- Clarifying review processes
- Creating standards for signs
- Supporting innovative housing projects
The City and Metro are asking neighbors and community members:
- What are the best ways to connect people with nature?
- How can we improve visitor access to Gabbert Butte in the southern part of Gresham?
- Where can we create more welcoming entryways and trailheads?
- How can we improve the trail system and enhance connections with nearby trails?
The planning process to create a Gabbert Butte Nature Park Master Plan began in 2017.
The Housing Production Strategy (HPS) project will create a plan to address Gresham’s unmet housing needs. This plan will include tools, policies and actions. The project will include a focus on housing equity and will include public input. The project is part of the City’s overall housing efforts.
The Housing Production Strategy is the second phase of a three-phase project to support a variety of housing options and housing production needed to achieve fair and equitable housing for Gresham’s diverse population.
The City is updating Gresham's development code to reflect state law for affordable housing and emergency shelters. Updating the code allows us to provide more options in our community.
The City’s Urban Forestry Subcommittee will engage Neighborhood Associations and community members to develop neighborhood tree plans. The tree plans are intended to help preserve and grow the number of healthy trees in each of Gresham’s neighborhoods.
The City is refreshing the Pleasant Valley Plan by engaging community members to understand how the community’s vision has changed over the past 20 years.
The Pleasant Valley District Plan was adopted in 2004. It reflects the economic and social climate of the past and needs to be updated.
Transportation projects
Transportation Planning develops and implements the City's Transportation System Plan (TSP), guides transportation policy development, and coordinates transportation issues related to land development.
The City will complete two bicycle route projects in 2021 thanks to Metro grants:
- Wy'East Way Signage
- Rockwood Bike Route
This project explores potential impacts and opportunities related to new transportation technologies. We are looking at how to address near-term issues most relevant to Gresham.
One area of focus is shared micromobility, which refers to bikes, scooters and other small vehicles shared by users and not personally owned.
